Since the September 18 update a wanted player carries their bounty amount in red above the nametag, and you can set a custom amount instead of a preset. Expect to be targeted while your own bounty is visible.
Gokudo Bounties
The Bounties app has New Bounty for placing money on a player, a Bounty Board listing currently wanted players, and Your Contracts for bounties you have opened.
